Depending on what you want this build for:
PvP, PvE, Support, Damage, Distraction, etc.
Assuming you ment Storm Chaser and not Wind Chaser, you have split your attributes into:
Healing, Expertise, Marksmanship, and Wilderness Survival. You have spread your attributes too thin.
Try something like:
Barrage (e)
Savage Shot
Distracting Shot
Favourable Winds
Throw Dirt/Mend Ailment
Lightning Reflexes
Troll Unguent
Rebirth
Put 0 points into Protection Prayers (mend ailment is for curing conditions, and rebirth is your hard rez).

When in doubt, an easy way to create a standard PvE ranger build is this:
Damage skill of Choice
Damage skill of Choice
Interupt of Choice
Preparation of Choice
Defensive skill of Choice
Defensive skill of Choice
Troll Unguent
Rez
There are many excellent builds that don't fit this formula, but if you follow this, you'll at least have a decent build.

For the build that Jagan gave you I would probably replace Kindle Arrows with Read the Wind (I just like really fast arrows). It'll make it a lot easier to land your interrupts.

My all time favourite pve build:
Marksmanship - 12 + 1 + 3
Expertise - 12 + 1
Optional Attribute - 3
Armour: Druids set
Weapons: Ascalon Longbow of Fortitude, Vampiric Ascalon Longbow of Fortitude
HP - 455
Energy - 32
Ressurrection Signet
Dual Shot
Punishing Shot {Elite}
Savage Shot
Needling Shot (the real killer for this build)
Read the Wind
Whirling Defense
Optional Skill - Since you're R/Mo, take your favourite heal skill
Works everytime for me mate. Or at least, for regular missions and quests. Completed the last few missions of Tyria with this build. Bonuses too.

Dude, no one has flamed him. He may be new, but he wants to learn. YOU are the flamebait so if you've got no sound advice for him try to save the keys on your keyboard some frictional wear and tear.
EDIT: Nintendo, if you need help with elite caps I can help you. PM me in game. I have access to all ranger elites in Tyria, so no problem. Most elites can be cap with henchmen as well(I capped Punishing Shot and Poison Arrow at lv19, Quick Shot at lv20, all with henchies).

I'd suggest that Punishing Shot should be your elite rather than Healing Burst. Arkantos went overboard telling you to "learn more about rangers" but that's all the suggestion I have for this build.

Hi there its easy to solo UW if ur not taking out the attaxe with a simple trap build but painfully slow! I regularly duo trap UW and is very very very easy even the attaxe. Dont think we ever die until we finished and the smite run takes about 30-40 mins i guess slightly longer than the 55/ss but trust me i do both and trap is 1000 times easier, u dont need to concetrate at all with traps.
So i guess yeah, he has either covered up the rest of the team or more than likely used traps with stances in fact the mes line has 1 skill that is extreamly cool for trappers! used to be even better before the nerf.
Ele resistance or mantra would not be much use as u ralrly need to take damage when traping and if u do just hit whirl def or dryders so u dont get hit in the first place.

you forgot condition removal, but otherwise that is a good build to start out with and will help find your own strength in playing a ranger.
